Joao Pacheco is a Senior Fellow at the think-tank Farm Europe. Previously, Pacheco was Deputy-Director General in the Directorate General for Agriculture of the European Commission, in charge of policy management for the European Union agricultural direct payments and agricultural markets from 2011 to 2013. Prior to that, he served as the European Union Ambassador to Brazil from 2005 to 2011. He joined the European Commission in 1986, and held various positions from policy analysis and formulation, to coordination of rural development actions and market management. He holds a degree in Agronomy from the University of Lisbon, Portugal, as well as a master’s degree in Agricultural Economics from the Wye College, University of London, U.K.
